Cheat codes can only be unlocked once you complete the game. Beating the final level unlocks several basic codes. You must then unlock the remaining ones by finishing levels in Time Trial mode.
Visit the Cheat Codes sub-menu by selecting Options > Cheat Codes from the pause menu. You will see a list of all codes you have unlocked thus far and the ability to toggle each one on and off.
