There are four main locations to find Crystalline Sulfur in Subnautica: Below Zero.

Lost River Biome

This biome has 4 entrances that you can use to reach there and the area is loaded with the resource.

Poisonous Environments

Come out of your escape pod and head straight in the southeast direction. You will reach a deep hole that is present on the sea bed. Enter that hole and keep going straight in. The environment color here will turn greenish indicating that this is a harmful environment. Once you reach the bottom of this hole, you will find sulfur randomly on the cave walls

Rocket Island Caves

You can also find a mineral detector here along with some sulfur lying around for examination in one of the caves. However, there are a couple of caves on this island so it is suggested you scout all of them.

Rocket Island Craters

The island has some Sulfur craters very nearby from where you climb up the Island. These craters have no dangerous creatures so you can pretty much just pick up sulfur from there easily.
