The ability to switch characters in Sonic Frontiers requires you to gain access to the final tower, which means you will need to first defeat the bosses of the Final Horizon update and complete all trials.
Once you have completed all five trials, simply go to the top of the Fifth Tower and speak to Master King Koco to swap characters.
