Performing a parry requires you to hold both dodge buttons together simultaneously. See below for the controls by system:

How to Perform a Parry
Right before an enemy is about to make contact with Sonic during an attack, press the dodge buttons together at the same time. Perfect parry is simply the art of attempting to match the exact frame in which the parry is “supposed” to occur. This is especially beneficial when playing as Super Sonic.
To make things easier, consider lowering the game’s difficulty in Settings. This affects how precise your timing needs to be in order to perform a perfect parry.
