As the Dragonborn, you, the player, are mortal but possess the soul and blood of a Dragon. With this, you can wield the power of The Voice, also known as The Thu’um, which are words and phrases representing the dragon language.
Dragon shouts can only be used after the completion of the Main Quest step, “Dragon Rising,” which rewards you with a dragon’s soul after killing it.
In the standard version of The Elder Scrolls V: Skyrim, there are a total of 20 shouts that can be learned. However, with the official add-ons enabled, this number increases to a maximum of 27. The Dawnguard DLC adds three additional dragon shouts, while the Dragonborn DLC adds four additional dragon shouts.
Acquiring a dragon shout requires you to find and approach a word wall that will bestow you with a Word of Power. You must use a dragon soul to unlock it. If you are out of dragon souls, you must go and slay more dragons first.
