There are two ways to acquire Floette. The first is by evolving a Flabebe, which can grow into Floette at level 19. The second is by catching it in various areas like the North Province (Area One, Two, Three), South Province (Area One, Four, Six), West Province (Area One), East Province (East Paldean Sea), and Area Zero.

You must acquire and use a Shiny Stone to evolve Floette into Florges. To get a Shiny Stone, simply register 150 Pokémon to your Dex. You can also find them in chests in South Province (Area Six), near Alfornada Town. Lastly, you can attempt to win it as an auction at the Auction House in Porto Miranda.
