The Kanto region represents the first generation of Pokémon, and the core mechanic of version exclusives was introduced during this time. That means there are Pokémon unique to FireRed that you cannot get in LeafGreen, and vice versa. If you’ve gotta catch ’em all, you will need to trade with someone.
