Join the United Colonies Vanguard faction. You need to travel to the MAST District in New Atlantis and search for a huge grey building.

Once inside the building, speak to Commander John Tuala near the front desk and ask to join the Vanguard. He will explain his requirements. If you agree, you’ll need to take the Vanguard Exam.

Completing the Vanguard Exam will require you to complete a test in Flight Simulator. You must pass to be admitted into the faction.

After completing and passing the Vanguard Exam, speak to Commander Tuala again. He will ask you to sign up with the Vanguard and then send you on your first mission. This mission rewards a starter kit and 5800 credits.

You must then complete the following four quests to become a Class One Citizen. They include Supra Et Ultra, Grunt Work, Delivering Devil’s Eyewitness, and Friends Like These.

Benefits of Class One Citizen status in Starfield

After you complete all the above quests and storylines, you can return to the MAST District to claim your Class One citizenship.

Commander Tuala will congratulate you on this designation and tell you about the ‘Thanks For Protecting The Colonies’ discount you unlocked, then transfer the credits to your account.

You will then need to visit the Alphelion Realty office to gain access to your Penthouse. When you head to the office, you’ll be greeted by Zora Sangweni, who will tell you about the Penthouse located at the top of Mercury Tower, giving you access to the key.

Visit the apartment in the Residential District.
