The balance in difficulty across all content for Destiny 2 is being heavily revised by Bungie in preparation for Lightfall.
In an official blog post announcing the patch notes, the difficulty changes are intended to bring the level of Legend to the same challenge as the Legendary Campaign and the Master experience to the same challenge as day-one raiding.

Despite a massive list, the most outstanding change of note includes the following:
- Adept difficulty is being removed.
- Hero difficulty is now open at 1750 Power (-5 level adjustment).
- Legendary and Master difficulties are now open at 1800 (-10/-15 level adjustment).
- Grandmaster Nightfalls (-25 level adjustment).
High-level activities are now being divided into surges and threats. Surges increase elemental damage done by Guardians by 25%, with a featured surge for every season and one that rotates weekly. Threats increase elemental damage done by enemies by 25%.
Overcharged weapons increase damage output by 25% and an additional 25% in kinetic damage during subclass surges.
